This research paper presents an analytical study of the responsibilities of the state in educating and training citizens for the beneficial use of social media. It explores the guidance offered by the Qur’an and the Sunnah in this regard. The article examines relevant Qur'anic verses and Prophetic traditions that establish the foundations of collective responsibility and the duty of rulers to oversee public affairs—particularly in the domains of education, media, and moral training.
In Islamic teachings, it is the responsibility of the state to ensure an environment in which the use of media and social media serves the public interest. The state is required to formulate appropriate regulations regarding content, provide educational and training programs that guide users toward thoughtful and constructive use, and collaborate with religious and educational institutions to promote ethical and value-based awareness in this field.
This paper aims to highlight, in the light of the Qur’an and Sunnah, the areas in which the state is best positioned to act and holds the authority to implement necessary measures. Therefore, the state must develop media policies that are in harmony with Islamic teachings and contribute effectively to the fields of education and training. Such policies should maintain a balance between freedom of expression and the preservation of Islamic moral and ethical values.
Accordingly, this article provides a detailed commentary guided by the Qur’an and Sunnah on all these matters and emphasizes the vital role of the state in shaping a morally conscious and socially responsible digital environment.
